The Presidency and the headquarters of 23 ministries will share N28.3bn on research and development which is part of the “non-tangible assets” to be acquired in 2014.
This proposal is found in a copy of the 2014 budget, obtained by Weekly Trust.
Also listed in the budget as non-tangible assets which were also allocated several billions of naira are anniversaries/celebrations, monitoring and evaluation as well as computer software acquisition.
The 2013 budget was on December 19 submitted to the two chambers of the National Assembly by the Coordinating Minister of the Economy and Minister of Finance, Ngozi Okonjo-Iweala, on behalf of President Goodluck Jonathan.
In the budget proposal, only the headquarters of the Ministries of Interior, Special Duties, Science and Technology, Power, Petroleum Resources, Federal Capital Territory (FCT), Health and Sports (National Sports Commission) did not get allocations for research and development; but agencies and parastatals under them also received allocations for research.
For instance, the Nigerian Immigration Service (NIS) and the Nigerian Prison Service (NPS), both of which were agencies under the Ministry of Interior, got N53 million and N3m respectively for research and development.
The allocations for research and development appeared in the budget proposal under what the Budget Office of the Federation tagged “Acquisition of Non-Tangible Assets”.
In the Presidency alone, the Office of the Head of Civil Service of the Federation (OHCSF) was allocated a sum of N1.177bn for its research and development; while another N100m was voted for the Office of the Secretary to the Government of the Federation (OSGF) for similar project.
The headquarters of the Ministry of Education got the highest allocation of N6.264bn for research and development, followed by the headquarters of the Ministry of Foreign Affairs whose research and development project will gulp N4.499bn.
Ministries whose headquarters were also allocated funds to carry out research and development include Youth Development, N2.404bn; Water Resources, N1.966bn; Niger Delta Affairs, N1.896bn; Transport, N1.852 bn; Communication Technology, N961.723m; Aviation, N920m; Women Affairs, N885.327m; Information, N808.9m.
Others are Ministries of Culture, Tourism and National Orientation, N701.922m; Agriculture and Natural Resources, N700m; Environment, N673.499m; Mines and Steel Development, N576m; Works, N520.5 m; Lands, Housing and Urban Development, N418m; Finance, N291.148m; Labour and Productivity, N290m; National Planning, N208.608m; Trade and Investment, N86.504m; Justice, N56.946m; Police Affairs, N39.829m; and Defence, N29.508m.
