Governor Babatunde Fashola of Lagos state has identified cultural beliefs as a challenge to the effectiveness of the 2012 tenancy law in the state.
He also attributed the hiccup encountered by some Lagosians in the ongoing residents’ registration exercises to uneven utilisation of registration centres
“Of the over 200 registration centres provided for data capturing, some of the centres under-utilised while others are overstretched,” he said.
The governor, who was represented by the Attorney-general and Commissioner for Justice, Mr. Ade Ipaye, made this known recently at a stakeholders’ forum organised to mark 2, 400 days of the present administration, said that the state government “is working hard to ensure that the tenancy law becomes effective in the state.”
According to him: “Despite the effort put in place by the government, the challenge still facing the law is the cultural beliefs. At present, we are trying to inculcate the right ethics, culture and conduct on the estate managers/agents across the state.
“This is causing a difficult situation for the government. For instance, when the tenant and his landlord are signing their contract, this is done in private. Since this is done in private, the government will not be invited to monitor it.”
On the citizens’ registration exercise, he said; “We are trying to adjust. We will respond more positively at those centers discovered to have more people.”
